If you blow it down in the winter and can feel a draft you'll feel colder.

If you pull it down in the summer and can feel the breeze you'll feel cooler.

by blowing it up in the winter you will help move the cold air to cold surfaces where it naturally wants to go. It will flow to a cold window and warm the glass perhaps preventing condensation.

The best way to circulate heat from a central location such as a stove is to go to the cold room where you are trying to carry the heat and but a fan on the floor to build a cold air towards the stove. Whereas cold air is denser than hot air, the same moving the cold air will result in a better air exchange with a cold room. I do this and it works well.

Generally air up in the winter, and down in the summer.

during the winter or when you are using a heater. the fan should blow the heat down. during the warmer seasons, you would want the fan to move the warmer air upwards to recirculate and keep your room evenly cool.
