Don't you have a friend, Teacher or other some special person you can talk to?
What you're Brother is doing is Illegal, yes, you should call the police if there is no one else. If you stay because he's paying the bills, YOU'RE SELLING YOUR SELF. Later in life that might damage you even more if that life style is not to your liking.
Now is the time to make changes. You're Brother is manipulating you into his sex slave because of his money.

Listern to me very carefully go college in a different city live in a boys hostel. Tell your parents to get your brother married. Mean while look for a job. Get a job then if he touches you will be able to call the police. And Also if he is married he will not come to you he will go to his wife. If you can be brave try talking to your parents, they will help you. Good Luck and let me know.

That's called incest and it's very wrong. Gud that you want to stop it and make it clear to your brother. If he still continue to pester, go make a police report. Put an end to it now. And boy the spelling is "relationship" and not "relation sheep".

Call the police. That is sexual abuse and you NEED to get out of there and get help. No one should be forced to have sex if they don't want to!

Probably you both do not have proper teachings/guidance. It is too bad.
All unwed sexual activities (pre/post/extra marital), homosexual acts, & other perverted sexual acts are specifically forbidden in Islam in clearly written unambiguous words. In Islam, unwed voluntary sexual intercourse also is a great sin and heinous crime against government/society punishable with publicly lashing/ death by pelting stones.
