it depends on the country ur living in.
out here,
For women---- 5 is short 5'2" to 5'3" is avg.
For Men---------5'3'' is short.

The average for a man is 5"9" for a woman it's 5"6" so by those standards anything under that is short!!! Hope I was of some help!!!

I think less than 5'0" for a woman and less than 5'6" for a man is generally regarded as short. Unless you are celebrity, Tom Cruise is 5'8" and is made fun of for it.
No, the average woman is 5'4", trust me on that one.
