The differences between 9, 16, 21, 25 are 7, 5, 4 (Second Differential);

The differences between 7, 5, 4 are 2, 1, respectively (Third Differential).

Thus the next level should be 0 in Third Differential, thus giving 4 in Second Differential, thus giving 29 in First Differential, thus giving (-3, i.e., 26 - 29 = -3)
