if you want to send a global mesg to everyone logged on to the system you can use 'wall'
The mesg will show up in the same way the system tells users a reboot is about to happen. It beeps everyone's terminal and displays the broadcast mesg.

If you wish to just write a single user there is a 'write' command.

Whether these tools are available to you will depend on your flavor of Unix.

Either talk or mesg command, I forgot, I only remember my friend pranked me and send a Happy Birthday to my terminal in the middle of a programming assignment.
