You would have to either buy a dongle or a new video card.

With a dongle you can hook up your tv/cable/sat up via serial, RCA, usb, or s video cable.

With a new video card you have the option of buying a card with an antenna to capture VHF/UHF channels or you could plug in like a dongle.
Assuming your computer is not a laptop you would be able to install a card.

Just check out your local tech stores:
Best Buy
CompUSA
Circuit City

Yes you can watch tv on your computer. All you need is a Turner Card installed in your computer. Prices range from $40 to over $100. I recomend that you have cable at home.

TV from other countries on your computer. You can't. The only way is if the country has video of there local tv on the internet.

Check the link below for additional help.

HI,
I Watch TV on my PC using TVU: Programs from the US-Fox, CBS, Nickelodeon , France, Germany Malaysia .Korea, Taiwan China e.t.c. I live in Taiwan. You dont need a tv card for this program. However some sites are slower than others but I find it really great:

You have to buy a TV tuner card that hooks into your computer. You connect the cable into that and you can then watch T.V. on your computer. You can buy an internal card that you install in your computer or an external one that you plug in through usb.

Yes but you have to buy a tv tuner card for the computer.

Source is a link to ATI's website. The section I linked to has a drop down list of TV tuners for computers.

The law states that you need to be covered by a TV Licence if you watch or record television programmes, on any device, as they're being shown on TV. This includes TVs, computers, mobile phones, games consoles, digital boxes and Blu-ray/DVD/VHS recorders. You don't need a licence if you don't use any of these devices to watch or record television programmes as they're being shown on TV - for example, if you use your TV only to watch DVDs or play video games, or you only watch ‘catch up’ services like BBC iPlayer or 4oD.
