Get a Reliance CDMA mobile it works almost anywhere in India and it has internet connection also,the speed is good .You need to connect your PC to your CDMA phone .Billing is done on hourly bases.

You could use satellite internet. The Satellite downloads information but needs a phone line to upload information.
