When you replace/install a hard disk, it is important that you make sure the cable is inserted in the sockets correctly. New motherboards/drive and cables are 'keyed', i.e. you can only insert them one way only, but I have come across some cables that aren't. Fortunately, no damage will usually result even if you put it in the wrong way round, except the drive won't work. So you need to check.
I assume you are using ATA drive which have flat 40way ribbon cables (Ultra have 80 wires but 40 pins). They have one end which is coloured red usually. This must go into the socket where pin 1&2 are. Check for proper orientation on the motherboard side too (markings on it show where pin 1 is).
If everything is OK hardware wise, go to your BIOS creen (press Del on boot), and see if you can find 'Detect drive'. Let the PC detect the drives. Also make sure that the first boot device is your hard disk and does not say 'Disk'.
If all this does not produce results, you may have fried the MB or drive.

If on start up your hard drive light flashes it means the hard drive is working, it can be found on the front of your computer its normally green and it should flash on and off. If it does try going into safe mode first if that does not work then you could use a windows disk and choose boot from CD option you will then need to install windows. If the hard drive light does not come on it means the hardrive is either broke or has no power. Check the hard drive ribbon cable is connected properly to the hard-drive and mother board (you may think I didn't touch the mother board as I have in the past only to feel stupid later!)

Have you put it in properly? Is it a laptop or desktop? Is the power supply connected properly. Even if the connection is slightly loose or out it could cause the hard disk to seem as if it has failed. What errors do you get when you do try to start up the machine? Need a bit more details to go on.

Maybe try using your windows CD to boot from and see if you can get it up and running that way. If there are errors on the hard drive then the CD can also repair those.

Double check to make sure you have it connected properly. They do require that 4 pin power connector along with the ribbon cable.

Is your Flux Capacitor adjusted for use in Europe? Check your battery, those DeLoreans can really guzzle electricity.
