what is blue folder progam?

I've been asked to submit all the documents in the blue folder by email? how do i do this? what program do i use?

I'm sure I'm not alone on this one...I've been using computers for years now and have even taken Microsoft Office Certification courses and have NEVER hear of "Blue Folder".
Who is asking for documents by email? Sounds like a scam of some sort to get personal info from you...
