I think that usually these types of advertisements are about stopping bad habits (like drugs or smoking). Showing the children and the reactions that they have evokes empathy and compassion. It makes people think a little harder about their choices.
If it is a product then they are playing on the emotions of the adults to help to sell their product. It may make them feel that they are not doing the best for their kids if they do not purchase the product. Again; playing on empathy and/or guilt.

could you give an exapmle of an add aimed at adults in which children are used.
it may be cause the children are ment to resemble the adults kids.
or
um cause it shows the kids are concerned bout the adults
or
it shows the example the adults are setting for the kids are good or bad.
