Back in the 80s to mid 90s, I used to have Hangout Places all over Singapore. Today, whether it is a Weekend or a Weekday, it is TOO CROWDED to Hangout anywhere. Even driving along our Main Expressways regardless of time or day, there is congestion. Public Transport is overloaded, if you wanna eat out you will find that there are no available tables, parking at any shopping mall would mean taking time just to enter the Mall's carpark and then spend more time looking for a parking space, I mean - really, where is the quality of Hanging Out these days??? Even coastal areas like East Coast Park, Changi Beach Park, etc. is crowded. Only option? Fly to any country for a short break or long vacation. So my favorite place to Hangout is at Home. This is where I am comfy and happy.

Go to Little India at Serangoon Road especially on sunday, many indians are hanging out there. Check with people there or lookout for banners or notices for cultural events.
