No. Since the Dreamcast discs are in a special format that only the Dreamcast can read, its not possible with only a mod chip.
The GD-Rom (as the Dreamcast's discs are called) are very densely packed standard CDs. So a normal CD player cannot read it, and since its also not a DVD format, the DVD drives in the consoles cannot read it.

Furthermore, the hardware of the Dreamcast is vastly different than the consoles mentionead above.

But yeah, the Dreamcast was a great console. I still have my original Dreamcast.

you can mod the old xbox with emulators. i have some dreamcast games on mine (and stuff from about every other older system) but as far as just putting a dreamcast disc into the drive and playing... don't think so.

I highly doubt it, though I'm not saying that it's impossible. It's a sweet idea though.
