Ive felt this way plenty of times. Theres just something about him that you want in your life. Get to know him a little more and go out a little more than after a while tell him how you feel dont rush into it or the guy will get scared off. I know that for a fact.
Slowly leave hints that you like him, go out on dates offer dinner invites guys like a girl who can be open and isnt afraid to ask a guy on a date!

I met my bf at a club a little over 2yrs ago. He danced with one of my friends first who he'd actually already known, then made his way over to me. We danced and had a few drinks the rest of the night. He ended up taking me home later that night and it was crazy but right away I felt like he was someone I could fall in love with and he felt the same. We've been inseparable since.

well, some psychology theories explain this phenomena as being an experience in which this person "unconsciously" reminds you of other ppl in your life...this person has traits that unconsciously remind you of one of your parents or a friend, etc....that's why you think you know him...
another theory is based on past lives....i am not sure about this one though...
