Depending ON Experience

Basically, the employer does not want to post salary information in the ad. It's really annoying when applying for jobs, because salary information is very helpful to have. On the other hand, it's something to ask specifically about during an interview, and you will usually be giving a range. If you are good at negotiating your salray, you might get a higher rate than someone more experienced than you. I've done it.

So, in other words: NEGOTIABLE (but usually within a specified range)

It is a basis for determining you starting wage/salary "Depending on experience." So basically, someone with say 11 years of marketing experience will start at a higher wage than someone with only 2 years of experience.
