Because it usually makes them feel better about themselves and helps them to forget about their problems, temporarily of course. It also lets you lose you inhibitions and act on things that you are normally hesistant about doing, like for instance asking someone out. It's a lot easier to do it when your drunk.

I don't think your question can be answered "in general". Sure, some societies, cultures embrace it more than others, just as some reject it, and both can influence the individuals. But there are also personal experiences with alcohol - positive and negative, that weigh heavily too.
I wish I had a better answer for you, but all I can say is that a lot of people do enjoy the relaxing effect of one of our few remaining legal substances. And yes, I'm guilty of enjoying that pleasure when I can!

Alcohol is addictive and the world has so much stress to deal with and many choose to relax and forget if only for a little while.
