I think you have 4 questions.

1. Yes, it is possible.
2. It depends on the lineage, the prior generation makeup
3. same as 2.
4. Yes, again, depending on the lineage.

Fact: I have an uncle who is 5'1" married to my aunt who is 5'6" and they had 2 children, one boy who is 6'1" and a daughter who is 4'11".

In fact, in our family, you are either short (less than 5'3") or tall (more than 5'11"). Very few in between.

in genetics we learn about the probability of certain traits being passed on to the offrspring from the parent

Tall parent X Short parent....possible.....
1/4th chance tall, 1/2 chance average height, 1/4 chance short

for your questions asking about possible to have a child with a certain height...yes. it is possible for a parents to be 5'1 and 5'3 and have a tall child....it is unlikely, but possible. there is no max that you can put on the possibility of how tall a person can be. no way of knowing that for certain

The height of the parent has little relationship to how tall or short a child *can* be. Tall parents may, on average, have taller children. But short parents can have tall children, and tall parents can have short children.

no way to tell coz I don`t know about their lineage
teoretically this parents you have presented can be extremly tall for their families so it is unlikely that their children be even tall as they are
or they can be extremly short for their families so their children will outgrow them
or ****(mutation) can happen in c.o. and there is no way of knowing
