Answer number 4 has one of the BEST clues, but I have to add this.
WATER BASED contact cement.
Beyond being a contractor I've also been involved in theater for more than 40 years,and FOAM is an often used substance.
Hot Glue will not only melt foam, but may melt the plastic sheeting as well, or degrade both at the least. Laquer based contact cement will do the same. Elmers will not last any length of time, and any glue, brand name type, specific to foam, such as Foam Coat will be expensive beyond reason.
It may be that DUPONT makes a water based contact? I buy a lot of it, but not strictly in the high end price range. What I get is often an Aqua color, applies easily with brush or roller, washes up well, saving the applicators, if you wish, and doesn't have a strong offensive odor.

To be honest I'm not sure, but you might try PVC pipe glue. I don't know if it will melt the styrofoam or not. You can buy it at any hardware store. There is also a product in a spray can called spray adhesive, that would probably be your best bet, and it is easy to apply. It is also available at hardware stores and Home Depot,Lowe's, Ace hardware and places like that... Good luck

Styrofoam adhesive. It's green and won't eat into the styrofoam and is rubbery so it bands to plastic easily. You can find it at any home remodeling supply store.

there is a PL product called "sticks a foam" a caulkable adhesive for high density styrofoam insulation onto concrete, it works well and is flexible to a point

there is an aerosol adhesive that works for foam and plastic. most adhesives will eat into the foam.
