doubledeu...Afghanistan has never been a part of USSR. Chechnya is not a former Soviet Republic, but an autonomous region within Russian Federation.
The most Rebellious Republic is the Russian Federation. They are still trying to gain their authoritative rule over the former Republics. They are bullying Georgia (constantly interfering in their politics), Ukraine (they tried to poison the president elect), Belarus (bullied them over oil deal), and the Prebaltic Republics (i.e. Estonia, Lithuania and Latvia).

I would go with Ukraine. They're definitely the most advanced of the former Soviet Republics (besides Russia, of course). Kazakhstan is the largest in size and is also fairly important but not very rebellious.

Probably Chechnya. Of course Afghanistan (if you want to consider that part of the former USSR) has always been a rebellious mess since the beginning of history.
