If you don't have photo ID, you need a birth Certificate and a letter of reference from someone like a Doctor, Lawyer, Teacher, etc. that states they know you and you must have a photograph of yourself that they have signed on the back also.

To get a replacement card:

Complete an Application For A Social Security Card (Form SS-5); and
Show us documents proving:
U.S. citizenship (or immigration status and work eligibility); and
Identity.
Take (or mail) your completed application and documents to your local Social Security office.



If you're a US Citizen, then your birth cirtificate or US Passport

If you're a US Resident, then your green card or passport from another country.

If you're neither, then you might not be able to get a SS Card.

You should be able to go and get your state's ID with any of the above documents

You have to have a copy of your birthcertificate for one thing. You can get a photo ID for not too much money at your local dmv.
