We used to have that problem but the temperature got hotter, we adjusted the cold water pressure.!!!
Is your shower fitted to the main supply along with your washing machine etc? it sounds as if its not.!!!
Showers have a built in safety valve to prevent you getting burnt. you can fit a water regulator to solve this problem as well.!!!!

When the toilet is flushed, the toilet is "robbing" pressure from the shower, which is usually close to the toilet. As the COLD water pressure goes down from the toilet flush, the HOT water pressure is higher, therefore the water gets hotter as the COLD pressure goes down. There are several shower valves on the market that compensate for this problem. Unfortunately, it requires a total removal of the old valve and installation of the new one. These new valves are single handle valves. Delta makes one that is called the "Monitor" or "Scald Guard". These faucets automatically adjust the pressure. When the toilet is flushed, the person in the shower will never be able to tell!!!

It all depends how its piped! In your case it would seem that the toilet when flushed is robbing pressure from the cold feed to the hot water cylinder or the combi boiler, if that's what you have, instead of the more common problem, robbing from your cold feed to the shower valve. That's why you have the opposite result!

Showers are designed to cut out if there is a drop in water pressure. This is a safety device.

there is a flow meter in your shower plumbing that when it notices the cold water flow decreasing it shuts off the hot water for a few seconds so you dont get burned.

Depends what type of shower you have. Whether it is independent electrical type or mixer type. Also if it is a mixer type it depends if the water comes straight from a boiler or via a header tank or from an indirect cylinder.
