Toronto didn't have the option of keeping them.
McGrady left first. He wouldn't let Toronto's management know whether or not he wanted to leave the team. As a result they didn't trade him. McGrady didn't even give Toronto a chance to sign him when and surprised the team by signing with Orlando.
Carter initially signed a long term deal with Toronto but his ego wasn't massaged enough as the team wasn't performing up to his expectations. He forced the Raptors to trade him and they sent him to New Jersey in one of the worst deals in sports history.
It has taken Toronto years to recover from the loss of those two great players. Hopefully Bosh will fulfill his potential and develop into a star while keeping his head on straight and his ego in check unlike McGrady and Carter.

Tracy wanted star money and Toronto wasn't willing to give it to him. No one knew how good he was going to be(Grant Hill was supposed to be Orlando's # 1 guy) and the Raptors didn't think it was worth the risk. Orlando had some extra cap room after Duncan decided to remain in San Antonio and they were willing to take that chance. Vince was let go, because his production, effort and health went down considerably. Furthermore there is no way they could have gotten Bosh because they wouldn't have been in the draft lottery.

They both wanted out of Toronto, T-Mac didn't like Toronto and Carter was a little prima donna who did not get his way all the time like not getting the GM he wanted or the coach he wanted (current coach Sam Mitchell was too mean to him) causing him to want out (there were also rumours that he was jealous of Bosh). So you can't keep people who do not want to stay.

T-mac left to create a name for himself. he didn't want to be known as "VC's little cousin". he wanted to be the man in another team. VC left because he didn't like it there. his numbers dropped and wasn't performing. if they hada got bosh a year earlier maybe vince woulda seen a championship coming but his performance dropped so toronto traded him. Like he is doing at nets now. By the way toronto got robbed in the trade for VC. they coulda got way more.

well if toronto kept VC and Tmac they wouldnt be a bad team and therefore they wouldnt have gotten bosh in the draft. anyway, VC didnt try and demanded a trade and TMac didnt want to stay in VCs shadow. and you know the rest.
