There's not really a "best" specific composer or peice/s. It depends on what you like. What type of music do you find invigorates you or "wakes" you up. The association of baroque, classical, or romantic music to learning is based on the complexity and excellence poured into it's creation.
I bought a series of CDs from a company that "specializes" in music for learning, relaxation, and so forth. Some I liked, some I didn't. I prefer specific pieces of music, even over any one composer. You can check out the link to see the different CDs offered, and clicking on the CD's pic will lead you to a page with the list of track titles so that you can see for yourself what pieces of music they chose to record for each catagory.

Mmm usually I don't use music when studying (darn, I have to start writing something for History class), but I would recommend Chopin, I'm not a classical nut but I like his compositions
