I live in Maryland and I wish to prepare the soil so I can be ready to plant cold weather vegies such as spinach and lettuce as soon as the soil can be worked.

As you said .... as soon as the soil can be worked. That is very important! When you can work the soil, turn it well, raking really does no good since that only works the surface. Plants need good soil at the roots! Add some compost and turn it in well. Wait about a week until you plant.

I cleaned all the dead foliage mulch etc etc .Then i took some fresh potting soil and put a fresh layer on top of the old. Also water it a week before u start planting .With approriate tools just sracp the soil a little . After a week's preparation you will be ready to plant

Do nothing until an hour before planting. The frost in ground has broken up the soil into perfect condition for plants to thrive in spring. So you digging around will wreck things. On spinach and lettuce, it best germinates on UNTOUCHED overwintered bare ground where seeds are scattered and wind up in the frost cracks.

I suggest you take a packet of seeds and soak them in water for a week and a half YES a week + 3 days. Do this is a COOL area like the Garage. Time that out, so that your week and half soaking meets your picked plant date. They will pop out so quickly and start to grow.

I would rake the soil to loosen it and add some composted manure (it doesn't smell at all) to add plenty of good nutrients. Get some straw for mulching after planting. It keeps the weeds down and helps regulate the temperature of the soil. Potting soil should not be used in the garden.
