No, because bluetooth transfer speeds are only in the 1Mb/s range. Way to slow for anything but the smallest file transfers.

No it doesnt work, The current Bluetooth technology still has a very limited range, beside not all laptops or pcs has bluetooth available in them.
use a router to generate your own WIFI network and dont forget to secure it.

in my opinion, bluetooth is only suitable for short range distance for example you want to transfer picture from your mobile phone to the computer. It is not suitable for wireless network because it's short range( up to 5 meter), limited user (8 user per connection), even it is line of sight, the signal can simply peneterate or lost if there are building, metal and etc..

It depends on what type of range you're looking for. Bluetooth typically has an effective range to about 30 feet.

Yes, if your cell phone has Bluetooth and your computer has Bluetooth (or one of those USB/Bluetooth dongles) you can use your phone as the modem. Actually, tethering is faster than dial-up.
