k ,im gonna get to the point,i wanna learn to draw anime, but havent been able to find good,step-by-step, sites,if any1 has any1 sites they use or just any tips for me they will help soo much !!!!!!!!!!!!!!!!!!! thx all

You learn the fundamentals of art first, just like Shirow Masamune and other great mangaka. Knowing how a real person looks like will help you understand the stylization behind anime/manga. A good foundation in realism will allow you to fully utilize your chosen style. Drawing anime (or any cartoon for that matter) without learning the fundamentals will make you stagnate as an artist.

Anime is a stylized interpretation of reality. I don't reccommend anime/manga tutorials (with few exceptions) because they deviate from reality far too much and/or don't effectively teach the basics. Each artist (the good ones at least) has his/her personal touch to the genre, so there is no real way to teach it anyways. Notice the difference in the following Japanese artists:
