If they are Japanese, and have a cell phone, its pretty much guaranteed that they will have text messaging service on the phone, It looks like you need to know who the carrier is, but instructions for worldwide text messages are at this page:

You cant mail them with the telephone # purely..do by using fact the different guy suggested textual content fabric them yet provided that its his or her cellular telephone # you have.in any different case call them up and get there mailing handle is the only way...

If you have the telephone number, why not call and ask the person for his or her e-mail address?
