If you cant get into your account at ALL it may have been disabled because someone reported you on here. If you just got a violation email it means someone reported you but it was a minor violation. If you feel you were wrongfully flagged there is a message board where you can talk to the Yahoo answers team.

working in the financial industry for almost 20 years, i have flagged many accounts, "flagged" generally means, there is an issue with payment, credit, possible security breach or concern, most systems have a rating on their system,when the look up the account a window will pop up and advise the person, what the issue is...if you are able to access your account IE: bank / credit card by phone or Internet, the system will flag and prevent the user from receiving any further information, forcing them to call the company

It means you pissed someone off and they ratted on you to the Yahoo secret service and now they know who you are. The next thing you know they'll put you on a no-fly list and you'll be lucky to be able to download a stomach ache.
