Very little difference actually. Normally a quarantine tank has no gravel, no decor, no carbon filtration... it's just the bare bones of a tank. Most people I know use a sponge filter in them and a heater, but very little else. A light is a good idea of course.

It's really just a place to put a new fish until you know it doesn't have a nasty parasite or disease that could affect your other fish. Some people, including myself, treat any new fish they get for certain things in a quarantine tank before adding them to a permanent tank.

A quarantine tank is just as seperate tank is used to house sick fish, apply medication etc. It is just a secondary tank people set up for emergencies. For example...if you are keeping a reef tank you may need to medicate a fish, but the medication is not safe for corals etc. So you move them to the Quarantine tank, and medicate him there without harming the other life in the tank.

Quarantine tank... A.K.A. hospital tank is a isolation environment for fish that need to be temporarily removed from the general population.
This could be for:
breeding
illness
aggressive fish
When isolating an ill fish, a sterile environment is best.
ie: no gravel, plants , decor.
A regular tank is the aquarium that you keep your fish in.
