The difference is quite simple. Good Question though. a skirt is only for wearing from the waist down and a dress covers your chest as well as having a skirt for a bottem. Oh and a skirt is a open with out legs!

A dress covers the whole body and the skirt just covers from the waist down. You need a blouse to go with the skirt or a sweater.

A dress fits your whole body and a skirt just goes from your waist down. How could you not know that? I'm like the biggest tom boy out there and even i know that.

a dress includes the top part too, and a skirt starts at the waist or hips. if you took a dress and cut the full part off at the waist, you'd have a skirt and a not-very-useful shirt.

A dress is a one-piece garment that covers you from shoulders to knee (approximately). A skirt only covers you from the waist down and you need to wear a blouse with it, unless you want to go topless.

I believe by definition that a shirt is a piece of clothing that covers from the waste down which a dress covers from the shoulders down. Such a silly question
