Even after reading up on wikipedia, it doesn't say anything about age.

It doesn't mean anything, really. That said, some places won't sell explicit lyrics/language/content stuff to anyone under 16, some to anyone under 18; and that's a store policy, not a law thing (in most places). Most stores have similar policies about renting/selling R-rated movies or M- and AO- rated video games.

Basically, it serves as a warning to conscientious parent that they might not want their kid listening to the CD.

I don't think it's for a certain age, it's just a warning of bad language, sexual content, etc.
