Maybe in the freezer, but no, all humans have 12 (there are some people who are individually mutated but they are rare and it is usually because they broke a rib as a small child and it didn't grow after that.).

Someone lied to you. The myth about males and females differing with respect to number of ribs is also untrue (it comes from the fairytale in Genesis regarding the creation of Eve from one of Adam's ribs).
