If by less you mean more, and by walking in the rain you mean having sex, then I would say foreplay and follow-through

You are supposed to walk. By running, you are increasing your total body area by (I believe it was) 30%.
Mythbusters did a show on this. It was very interesting, and I suggest you check it out on youtube.

running gets you more wet in the front and walking gets you wet on the top
so walking gets you less wet
