Most starter relays are mounted on the starter. I am unfamiliar with Luminas, but I suspect the terminal you are talking about is actually on the starter solenoid. If there is no power there, I assume that you know the battery has a good charge.
I would check all of the fuses. Maybe you have a bad ignition switch, which would be a bad thing.

Start in the middle and work back or forward as needed. The middle is to disconnect the safety neutral switch and check to see if you have power there when turning the key. if you do, jump the wires and try starting it. You can't make a mistake, it's the two largest wires on the connector. If it starts. its the switch. If there's no voltage, check the main ignition relay in the relay box under the hood. If its ok, trace the problem back to the ignition switch. If the safety neutral has power, trace the wiring problem from it to the solenoid.

1. Is the battery charged? Lights come on bright, all that...

2. Are the battery terminals (+ and -) clean? Even if there is no white crusty corrosion, the actual connection may not be making contact. Take the cables off each terminal, (black ground first), and wire brush them shiny, on both the connector and battery.

Then, if it still won't even click, there may be an ignition switch problem, or a fuse. But a fuse only if it was engineered that way.

OR, it may simply be a bad solenoid!

i own a repair shop, and there is a fusible link that comes off the starter to the ignition switch, and if this burns out on it ,it will not run ,they also have a ignition module that can cause this, but you seem to know what your doing,so try tracing down some of the fusible links ,that come off the starter and see if any one of them has burnt in to,and it could be the main ignition switch bad also,i had one go out on a 2000 model here a while back,so the year or mileage really doesn't ,matter on these things,if they decide to go bad they will, good luck,i hope this help,s.

Suggest you have a tech look at it, it could be alot of things. A broken wire, a problem with your factory security system, pass-lock) ( which is real common), a bad ignition switch, a bad neutral safety switch, etc. If you dont know how to properly diagnosis it, its going to pay to have a trained tech diagnosis it for you, as you could guess on alot of parts and still not repair the problem. ( try shifting it into neutral, if it starts, it needs a new switch, watch the "security" lamp on the dash, if its flashing, there is a problem with the factory pass-lock security system)

First check battery make sure that it is good, second fuses are good and bad if car dont start its not a fuse in your case , check all connections battery and starter, you will find your problem i am sure.
