take the belt off and spin each pulley by hand to see if you hear a squeeking sound coming from any pulley. if not, install a new belt. if you put soap or lubricant on the belt, it will cause it to slip under load. if you put tacky belt dressing on it, dirt and debris will be caught up in the dressing as well. at the same time, you haven't fixed the problem, all you have done is mask it with chemicals that don't belong on a belt. if you end up putting a new belt on after putting lubricant or belt dressing on the old one, you will have to clean all the pulleys to remove the left over chemicals. the belt works with friction and lubricant reduces the friction. put on a new belt, goodyear belts usually run quieter, and be done with it.

Look underneath the vehicle for signs of a coolant leak. If you see coolant, then your water pump may be at fault. Usually you will not hear the loud squeaky sound until the bearing in the water pump has completely given out; at which point you must IMMEDIATELY replace your water pump. More than likely it is a loose or worn belt. Tighten or replace as necessary.

Make sure that the pulleys are aligned correctly and that the belt is properly tensioned. You should be able to move it about 3/8" to 1/2" by applying hard thumb pressure midway between the pulleys. Also make sure that the correct belt was installed, get the numbers off the belt and make a couple of phone calls. If the noise persists, try using Belt-EZ or one of the commercially available belt lubricants.

If it's an older "V" belt, it is quite common. If the belt isn't all cracked or frayed, adjust it so it has a 1/2 inch deflection when you push down moderately on the longest run between two pulleys (not running of course)...
A serpentine belt doesn't squeal, but idler (tension) pulleys do, if the bearing is going bad...

First see if the belt is loose, if it is tighten it up. (should have about a inch of play) if the belt is tightened properly check the belt for cracks and if that is fine spray some belt dressing on it this will make a sticky surface and will stop the squeak
