A power heads purpose in an aquarium is to increase the efficiency of your under gravel filter. It does this by increasing the flow of water through your gravel bed, making it more oxygen rich for your good bacteria in there. If you need it, depends on how heavy of a fish load you have on your aquarium. If you have goldfish, I would say yes, they tend to be dirty fish and create a lot of waste and the more biological filtration you have the better! Hope that helps.

It would replace the air pump and stones on the undergravel filter and sit on top of the lift tube. It will increase the flow of water through the undergravel filter and increase it's efficiency. A power head is not a bad idea with undergravel filters just because it turns them into a very effective biological filter and on a 29 gallon tank the extra lift it will provide over just an air pump would be nice since the 29 is so deep.

The purpose of a power head is to creat movement of water. Movement is the only way Dissolved oxygen can get into the tank. IF used on an undergravel filter, it is designed to pull debris to the bottom of the tank while spuing cleaner water out of the top. It isn't designed to take the place of air pumps since they are for decoration only anyway.

Yes power heads were used to run underground filters, which hopefully nobody uses anymore, they suck.
But you can and should use a power head for general surface areation. You can position them to create water flow for filter efficiency as well.

Though not an absolute requirement in your tank, powerhead (which are just little mini-pumps for moving water around) can add overall benefit. They not only stimulate circulation and prevent dead zones in the tank, they also create flow patterns in the water that simulate natural waves.
Some people put their powerheads on "wavemakers", which turn different ones on and off in a regular pattern, further creating wave effects.
