If your diagnosis [pathological?compulsive] is accurate, there are some major issues at work in them that has greater priority than that they simply are annoying or irritating.
Depending on 'your' relationship with this person, approaching them directly and explaining the challenges of enduring them, tolerating them, and/or associating with them, in a direct and candid way, is about all there is that will reach there personal 'image' of themselves.
Until THEY themselves choose to address the behavior, you nor your opinions will change any thing about them.
