I don't understand what they mean in steps 1-3. It's really confusing.
Can someone explain what do they mean?

I think this was written by someone for whom English is a second language!

Basically, all you want is 4 pieces of paper in a cylindrical shape that is open at the top and bottom.

Try this:
1) Cut 4 pieces of paper the shape shown in the instructions.

2) Lay TWO pieces on your workspace (in the same orientation as shown in the directions) so the bottom sheet (SHEET 1) is 1 cm above the other (SHEET 2).

3) Fold the 1 cm excess of the bottom sheet (SHEET 1) over the top sheet (SHEET 2) and glue.

4) When glue is dry, flip the top sheet UP and put the third sheet (SHEET 3) on top of SHEET 2. SHEET 2 should have a 1 cm edge showing out from under (at the top of) SHEET 3.

5) Fold the 1 cm edge of SHEET 2 over SHEET 3 and glue.

6) Repeat steps 4 & 5 to attach SHEET 4 to SHEET 3.

7) Open all so the sheets and lay SHEET 1 over SHEET 4 so that SHEET 4 is on the bottom and 1 cm sticks out at the top (from under) SHEET 1.

- Should look like this when open:
////\\\\ ////\\\\ ////\\\\ ////\\\\
\\\\//// \\\\//// \\\\//// \\\\////

8) Fold the 1 cm edge of SHEET 4 over SHEET 1 and glue. Now the sheets should form a tube that is open on the top and bottom!

From here all you should have to do is fold tops and bottoms around a round hoop and add string to hang.

Hope this is more understandable than your previous directions!

I'm sorry, it is a very bad English translation, and I don't know enough about paper lanterns to fill in the gaps. I hope someone else on here can help you more.
