Ok need some additional help from previous Dreamweaver scrollbar question.?

Ok, that is the previous question. Now the problem I'm having is getting it t work. I can do all the other stuff I need to on Dreamweaver, except this. Can smeone help me please. I've followed the directions, but it doesn't actually create the bar I need.
