The prime minister of New Zealand is elected by the people just like the Prime Minister of Britain or Australia. The Queen is not the leader / ruler of any country. She's purely a figure head with no political or constitutional power.

Under the New Zealand Royal Titles Act (1953), New Zealand is a constitutional monarchy with a parliamentary democracy and a Commonwealth Realm, with Queen Elizabeth II as its reigning monarch, since February 6, 1952. As such she is the de jure head of state, though she does hold several powers that are hers alone, while the Governor General, currently Anand Satyanand, is sometimes referred to as the de facto head of state. The heir apparent is Elizabeth II's eldest son, Prince Charles, Prince of Wales.

The current Prime Minister is Helen Clark, leader of the Labour Party. The New Zealand Parliament has only one chamber, the House of Representatives, which usually seats 120 Members of Parliament. Parliamentary general elections are held every three years under a form of proportional representation called Mixed Member Proportional.
