Sorry but Bulgaria does NOT seem to have an embassy in Sri Lanka.
The closest seems to be in India.

there is not an embassy of Sri lanka in sri lanka. where do you live? If you live in the Philipines, contact the institution you want to study at get the application docs and then apply for a student visa in the embassy. If you live in sri lanka then you should contact the immigration office and they will issue you a student visa. Thats the way it works. I have studies in Sri Lanka for 7 years. hope you like it.
