I would like answer you but really I don't understand the meaning of yr question. Pls be more specific and I'll extend my answer.
In Italy we have no States but regions.
The seminaries can be either schools breeding to the religion or meetings of men of science,economy, commerce, etc.
To which one are you referring ?? In any case neither of the 2 seminaries are used to deal with each other city or region.
