how do you get a dog potty trained?

Crate train the dog if it is left in the house. Take it out immediately in the morning, and many many times during the day. The dog will associate going outside to potty - but crate the dog when you are away from the house or are asleep.

when he pees or poops or looks like hes going to run him outside.
