If it is a 1 2 or 3 digit number (e.g. 12.) less than 126 then it is 'owned' by the same company. If that company is also an ISP, it does not signify much, such as 12 is owned by AT&T, and they distribute blocks to their clients. Three digit numbers larger than 126 can be split among many companies.

The first number of your IP address determines the rate of data transmition between the first Octet of routers located between your access point and the first DNS domain sever located in range of your ethonic zone.
The second number in your IP address generally determines the packet size of transmittions via protocalstic DHCP. The fact that your first two numbers match has nothing to do with each other.

When an ISP opens it service, it buys a block of addresses. They usually shart with the same 2 numbers and smaller ones start with the same 3 numbers.
Ex: Finn Inc.net buys 50,000 ip's.
They are pre-assigned 123.123.007.001-123.123.057.000
They are then loaded on the server to be assigned as the server is configured (like static - Roadrunner or random - Dialup).
