Nope. Popeye and Olive Oyl started out in a comic strip called "Thimble Theater". The cartoons were made by the Max Fleischer studio, which also made Betty Boop cartoons.

Later Popeye cartoons were made by Paramount, then King Features. A few during the late 70's and 80's were made by Hanna-Barbera.

In the late '20s, Olive was the star of Thimble Theater, E.C. Segar's daily comic strip that revolved around the Oyl family. Thimble Theater ran in 600 newspapers. Her parents were Cole and Nana Oyle and she had a brother named Castor Oyl and a boyfriend, Ham Gravy. Hotfoot, King Bozo were also cast members.

Popeye soon replaced hapless Ham Gravy in Olive's affections. Their first kiss occurred Aug. 27, 1929, when Olive planted a big wet one on Popeye's nose... and by the early '40s the strip had been renamed Popeye.

Popeye quickly became the main focus of the strip, which was one of King Features' most popular strips during the 1930s. Thimble Theater, carried on after Segar's 1938 death by artists such as Bud Sagendorf, was renamed Popeye in the 1970s. Today drawn by Hy Eisman, Popeye continues to appear in first-run strips in Sunday papers (daily Popeye strips are reruns of older strips).

In 1933, Max and Dave Fleischer's Fleischer Studios adapted the Thimble Theater characters into a series of Popeye the Sailor theatrical cartoon shorts for Paramount Pictures. These cartoons proved to be among the most popular of the 1930s, and Popeye at one time rivaled Mickey Mouse for popularity among audiences.

After Paramount assumed control of the Fleischer Studio in 1942, they continued producing the series until 1957. Later Popeye cartoons were produced for television from 1960 to 1962 by King Features, and from 1978 to 1982 and 1987 to 1988 by Hanna-Barbera Productions (now owned by Warner Brothers).

No. And if one was looking to find them at a theme park, like the Disney Characters at the Disney Parks, you'd fine Popeye at the Islands of Adventure theme park in Orlando, Florida.

No, the characters official right is with King Feature. Paramount/Famous and Cartoon Network only has licensed right

No they're Max Fleisher cartoon characters, he also did the old Superman cartoons.

No. They belonged to King Features Syndicate initually. Don't know who owns them, now, but it's not Disney.

No, they were owned hanna-barbera... like yogi bear. Before that they were a comic strip and created by a guy with the last name Segar.
