Specifically there are two amendments: 1st and 5th.
the 5th amendment gives a defendant the opportunity to NOT TESTIFY. This prevents them from committing perjury if they use this right (after all, if you don't speak then you can't lie on the stand).
The 1st amendment gives each and every individual a right to free speech. Subsequent decisions of the Supreme Court have put limitations on just what is "free speech" that is Protected by the 1st amendment, and expressly have stated that Perjury is not protected.
Also, look at the Necessary and Proper Clause (article IV) of the Constitution. This is what gives both state and federal governments the ability to punish you for perjury, as it is deemed necessary to render justice.

You cannot be forced into a confession, nor do you have to testify against your spouse That's the Fifth Amendment!
