The first Capital is Medina (or in Arabic, Madinah) and then it moved to Baghdad
and at the time of the Uthmaniyyah dynasty it moved to Constantinople (Istanbul).
The Religious Capital is Mecca (In Arabic, Makkah), since that's where the Muslims from all over the world have to do their Pilgrimage (Hajj) Obligation.
All the best

Peace.

Baghdad was a capitol of an Islamic Empire at the beginning of the Islamic "Golden Age". The following is a quote from an article on the internet:

This "golden" period in question largely coincides with the second dynasty of the Caliphate or Islamic Empire, that of the Abbasids, named after Muhammad’s uncle Abbas, who succeeded the Umayyads and ascended to the Caliphate in 750 AD. They moved the capital city to Baghdad, absorbed much of the Syrian and Persian culture as well as Persian methods of government, and ushered in the "golden age."

Unfortunately, Baghdad has 7 letters

I believe Mecca is the actual center of the religion. However, the Muslims use the Dome of the Rock as a big hub for demeaning Israel, so it's easy to confuse the Dome as the center.

Mecca is the religious capital. I don't know what the political capital is/was. Bagdad is the only Arab city i know of that fits into your crossword.
