For example, when we use our mobile phone to call someone, it always rings as a normal dial tone but i have heard that you can change that to any type of tones, musics etc you like. So is that true or false and is this service available in UK and who to ask/ phone for this to work or what to do?

Yes, Orange call it Calling Tunes, you can choose specific songs for specific people or have one song that everyone will hear when they call you. You get your first one free (but the chioce is limited) and you can purchase more for around £2.50 each. Your phone has to have WAP internet access as rather than being saved onto your phone, your calling tunes information is held online. This service is set up by you for people who call you, as far as I know there isn't a service available that you can set up on your phone for when you call another number.
Hope this helps!

The tones you hear when making a call, whether they be dial, ring or busy, are all generated at the line provider's exchange. So, there's no way of changing them.
