Piercings are not a big deal. People can let them grow in at any time. I would say that a mature twelve ear old should be able to get a piercing. A tattoo is a little different. It's perminant and one has to be completely sure that they want one before they go ahead and do it. Talk to your kid and see what they want, why they want it and where they want it. From there, its up to you to decide. If it's a small and simple tattoo, 16 is a good age. If, however, its big or involves a significant other's name, I think you should let them wait until they are legally able to get it without parental consent and see if they still like the idea. By the way, make sure they know how to keep the piercing clean. They get infected easily.

I would let my child get a belly ring at 16 and as for the tattoo i would tell them to do it when they are 18 because thats a hard descion and what you might find cool today you might not in 10 years from now.

My parents made us wait till we were 18 to get a bellies pierced. But tattoos were just not acceptable. My dad owns his own tattoo/hair removal laser machine and said if we ever got a tattoo that he would remove it with his laser without the numbing medicine. THat was enough to scare us. I will never get a tattoo. I was very sketchy about getting a belly ring. But did it and now it's out.

Tattoo: 18
Belly ring: I would let that slide at 16, if good behavior/student and can give proper care. If not, 18 when they have the legal say themselves.
Tongue ring: 18 as it is a major oral piercing. I have a tongue ring myself. Due to legal matters, piercing places are begining to not do it until person is 18. If they do it, they will be sued/fined by county and myself...
Eye brow: maybe 16....see how he/she takes care of it.
Nose/Lip ring: 18.
Clit/nipple/penis: 18 of course.
Ears: as old enough as they can properly take care of them

i have a 7 & 8 yr old girls so as a mom i would say maybe 16 belly ring a tat not until she is out of school, and she pays for it herself. a belly ring can grow over if she dont like it but a tat is 4ever, and so many yrs later she might hate it and would blame me cause i let her get one nope on the tat. but they have to be very responisble to get a bellyring cause you have to take caution on those things. i know some kids who have them and a few wish they didnt get it done later. so there are many thing to consider in this question .

Actually, no matter what age you decide, it doesn't matter. Most tattoo parlors will not tattoo anyone under 18. And most places will not pierce anyone under 16, and even then it may or may not happen.
You should talk to your kid about it first. If it's a piercing, who cares? Piercings can be temporary. Make them pay for half and make sure they know they will have to take care of it because piercings can get infected very easily. If they have to pay for it, then they might think about it and take more responsibility for it.
As for tattoos, once they're 18, it's not really your problem.

at16 i got a belly ring and 18 i got a tattoo but my parentsknew about everything beforehand even thouhg i am 18 i still asked
