Both Jefferson and Jackson opposed it, but the bank was already in place with Jefferson, so he couldn't do anything about it. Jackson stopped the 2nd national bank from starting.
They were both strict constructionists, so that is why they opposed it.

It's kind of ironic that they are both on U.S. currency ($2 and $20 bills).
