There isn't one. You can buy one that replaces the flap that holds your saddlebag lid on. I do not recommend you buying one. Instead, get the saddlebag liners. They have a few zippered pockets, and can be lifted out with the handles. Go to your dealership and ask the parts guy about them.

I don't believe there is any. When I piked my bike up last year, I asked if it came with one. The guy looked like I told a bad joke! HD got rid of the toolkits a while ago, must be part of the new reliability thing, you think? The only tools I've needed for regular maintenance were stuff I already had laying around. Changing the seat took power tools, there was some cutting, some welding for something else... but I digress.
My Japanese stuff always had a kit in the above mentioned place, under the seat. It was handy having the right size stuff at hand when changing the oil. The old Honda kits were good enough to take the bike to little pieces.

Your Road King didn't come with a tool kit, so as far as I know, there is no place to store tools other than the saddle bags. You can buy H-D's tool kit, or what I did was go to Sears and buy a few essentials and a canvas bag and I carry them in a saddle bag.
